Guide Neighbourhood Programme

The Guide Neighbourhood network was developed between 2003/04 by five community led organizations, based in Liverpool, Bradford, Walsall, London and Plymouth. All had previously  regenerated their communities, revived community spirit and tackled seemingly hopeless problems of crime, anti-social behaviour and unemployment with surprisingly good results which stood the test of time. Strong partnerships had been formed during the process both locally and nationally. The scheme was funded by the Home Office and later by Dept for Communities and Local Government (CLG).

 As a founder member of the network, Pembroke EMB had been involved in an earlier pilot programme, led by the charity, Regenerate in partnership with the Neighbourhood Renewal Unit.  This scheme promoted resident to resident learning and covered the cost of project leaders and residents going on study visits to learn from other schemes. A handbook was produced which proved to be very popular with around 25,000 copies circulated!

 From 2004, the growing national network was managed by Housing Justice in London.  As well as providing a useful route for sharing good practice and mutual support, the Guide Neighbourhood Programme was able to assist other fledgling resident groups and professional agencies alike, helping them to work together to find solutions to problems within their own neighbourhoods.

 Each Guide Neighbourhood was able to host visits from groups and offer follow up on training and consultancy support.  As planned the network grew from 5 to 15 organisations during its lifespan and the final residential programme was held in Devonport, Plymouth and hosted by Pembroke EMB.  As a result of this work,  many residents, professionals, researchers and students have seen first hand what has been achieved on the Pembroke Estate and have continued to be inspired to take back what they have learned to their own communities and work places. The Programme ended in 2007 and has since been replaced by the Guide Resident Managed Network - RMO.
