 Since 1994, PEMB has achieved excellent practical results and national acclaim as a place to learn about community led regeneration. We have a strong track record in engaging people through delivery of integrated, responsive and locally accountable services in the fields of housing management, children and young people, repair and maintenance and support for the elderly and other vulnerable people. One of the main strengths of Pembroke EMB is the cohesive ethos that binds the whole organisation into a strong team. This ethos stems from the original residents group formed in the 1980’s which campaigned to secure major improvements and new management arrangements which put residents at the forefront of community regeneration. It was to become a recipe for success!
 Running throughout our service provision is a commitment to inclusion and empowering local people to become trained and employed in the delivery of these services. We are also committed to working in partnerships and sharing our experiences of community regeneration and local service delivery with others across Devonport, the city and the country as a whole.
Investor in People Status In 2008 PEMB achieved the Investor in People standard. The Investor in People award recognises the commitment to continuously improving performance throughout the organisation. As a community based company Pembroke EMB were very pleased to not only gain the award but to do so in record time. The Estate Management Board managed a balancing act in order to maintain commitment to local people at grass roots level while at the same time developing professional standards across the organisation.
Stock Transfer
 A change of landlord for the EMB will take place in the near future. This follows on from Plymouth City Council’s decision to consult its 15,500 tenants on the future of their homes. Lack of funds to bring the housing up to the ‘decent homes standard’ meant that improvement works could not go ahead unless the properties transferred out of city council ownership. Following extensive consultation by DWA an independent advice agency, a ballot was held with an overwhelming two thirds of tenants in favour of transfer to Plymouth Community Homes (PCH), a new, not for profit housing association. Pembroke EMB and its tenants and leaseholders were consulted and reassured that transfer of the properties would only take place along with fully protected rights for Pembroke EMB to continue its successful management role in partnership with PCH, the new housing association. Transfer to PCH is scheduled to take place in October 2009.
